The Board is run through the following established committees which meet at least once every three months except the Preliminary Inquiry Committee (PIC) which meets monthly: -
1. Assessment and Registration Committee (ARC)
Composition
The committee is composed of four (4) medical and two (2) dental practitioners. The committee chairman is the vice chairman of the Board. It can co-opt members to assist in the conduct of Board Examinations.
Functions
The functions of the committee are: -
(i) Process applications for registration of medical and dental practitioners
(ii) Process applications for licence to render medical and dental services for newly qualified doctors
(iii) Set and coordinate Assessment and Internship Qualifying examinations for foreign trained doctors
(iv) Evaluates and monitors internship training programmes
(v) Carry out regular inspections in the new and existing internship training centres.
(vi) Approve new internship training centres.
2. Private Practice Committee
Composition
The committee is composed of five (5) members. It can co-opt members as and when need arises.
Functions
(i) The committee is mandated to process applications for both full time and part time private practice.
(ii) Process applications for Registration and Licencing of private and faith based medical institutions.
(iii) Conduct both singular and joint inspections with other regulatory boards for medical institutions and private clinics.
(iv) Review doctors fees guidelines for private practitioners.
3. Education and Specialists Recognition Committee
Composition
The committee is composed of five (5) members.
Functions
(i) Review postgraduate qualifications for inclusion in the list of approved specialist qualifications.
(ii) Process applications for specialist recognition.
(iii) Review curriculums for medical and dental training.
(iv) Take part in the University medical and dental examinations.
(v) Conduct singular and joint inspections of medical and dental schools.
4. Preliminary Inquiry Committee (PIC)
Composition
The Committee shall consist of seven (7) members elected from among the Board members. The Director of Medical Services or in his absence, the Deputy Director of Medical Services who is a member of the Board shall be the chairman. The committee may co-opt members to give expert opinion as at when the need arises.
Functions
The functions of the committee shall be: -
(i) To receive and review complaints against a medical or dental practitioner.
(ii) Determine and report to the Board whether an inquiry should be held, pursuant to section 20 of the Act.
(iii) Shall if of the opinion that the complaint does not warrant reference to the Board for inquiry reject the complaint and so inform the chairman.
(iv) If of the opinion that the complaint does warrant reference to the Board, cause it to be referred to the Board together with its findings and recommendations.
5. Finance and Administration Committee (FAC)
Composition
This committee is composed of four (4) board members and three (3) management staff members.
Functions
(i) Oversees the implementation of Board Strategic Plan and Service Charter
(ii) Performance contracting and appraisals.
(iii) Finance management and control
(iv) Resource mobilization
(v) Administrative issues.
6. Health and Fitness Committee (HFC)
Composition
The committee was established by the Board upon realizing the need to address performance of medical and dental practitioners who may have mental or physical challenges. It is composed of two (2) members of the Board and three (3) co-opted members.
Functions
(i) The committee looks into cases that have been lodged by doctors against their colleagues.
(ii) Assess the performance of doctors who may be physically or mentally challenged.
(iii) May get cases referred to it by the Preliminary Inquiry Committee (PIC).
7. Review of Cap 253 Committee
Composition
The committee is composed of nine (7) members who are drawn from the following stakeholders: -
· Medical Practitioners and Dentists Board (4)
· Ministry of Medical Services (1)
· Kenya Medical Association (1)
· Kenya Dental Association (1)
Functions
(i) The overall mandate of the committee is to review the Medical Practitioners and Dentists Act Cap 253 (1978).
(ii) The objective of the review is to make the Board more independent, strengthen its operations and also broaden its mandated to conform to the provisions within the EAC Partner States Boards and Councils.
8. Continuing Professional Development (CPD)
Composition
The committee is composed of twenty seven (26) members who are drawn from the following stakeholders: -
a. Medical Practitioners and Dentists Board (3)
b. University of Nairobi, Medical School (1)
c. University of Nairobi, Dental School (1)
d. Moi University – Medical School (1)
e. Moi University – Dental School (1)
f. Aga Khan University Hospital (1)
g. Ministry of Medical Services (1)
h. Kenya Medical Association (1)
i. Kenya Dental Association (1)
j. Kenyatta National Hospital (1)
k. Kenya Association of Physicians (1)
l. Kenya Society of Anaesthesiologists (1)
m. Kenya Associations of People with Lung Disease (1)
n. Kenya Society for Obstetrics & Gynaecology (1)
o. Surgical Society of Kenya (1)
p. Institute of Family Medicine (1)
q. Representatives from the Provincial Director of Medical Services (8)
Functions
The committee is responsible for: -
(i) Developing policy guidelines and implementation structures to operationalize the Legal Notice No.132 dated 25th October 2005.
(ii) Process applications for CPD providers.
(iii) Assign units to CPD programmes.
(iv) Conduct and coordinate CPD programmes.
(v) Review fees paid by participants as well as CPD providers.
9. Tender and Evaluation Committee (TEC)
Composition
The committee shall be composed of two (2) Board Members and three (3) management staff members.
Functions
(i) Prepare specifications for pre-qualification documents.
(ii) Process pre-qualification documents.
(iii) Process Tender Evaluation Documents
(iv) Awards Tenders & Service Contracts.
